The global feed shortage is creating unprecedented competition for feed sources. Animal feed is becoming so expensive it’s upending global trade flows. Absent action from policymakers, consumers will feel it soon in increased prices.
what is the problem
The pathway to ingredient approval for new feed ingredients is expensive time consuming and complicated. There are two ways to gain Federal approval: though a New Ingredient Definition to AAFCO (Association of American Feed Control Officials)-which still leads to the FDA-CVM; or, the submissions of a Feed Additive Petition directly to the FDA-CVM (Center for Veterinary Medicine).
Each of these paths takes many years to receive approval even after all of the studies have been completed
what is the solution
After each submission to FDA-CVM they have 180 days to respond, even if it is only to request additinal information or address a techinical error in the submission. Meaning just 2 communications on an aplication can take an entire year!
FDA-CVM is seriously understaffed which is large part of the reason that approvals take so long.
This initiative seeks to shorten the time to 90 days in addition to providing FDA-CVM with enough additional funding to hire more agents to be able to address applications in a timely manner.
